Dried off — an exception this time
With Neem Oil the rule is: apply to damp skin. With this lotion it is the other way around. It already brings its own moisture; on wet skin it simply dilutes and absorbs less effectively. So: dry off thoroughly first, then apply.

After showering, dry the body thoroughly.
Distribute
Spread the lotion over the dried skin.
Massage in gently
Work in with light pressure until nothing is left on the surface.

Why apply this lotion to dry skin, but Neem Oil to damp skin?

Because the two are built on opposite principles. The oil provides fat and needs water from outside to seal it in — which is why damp skin is required. The lotion already contains its own water; on wet skin it simply dilutes. If you use both, apply the oil to damp skin first and the lotion once the oil has been absorbed.
